In this job, you’ll project manage all Federal, State, Tribal, Military and/ any miscellaneous Governmental agency work. You'll receive assignments and review completeness of package related to land rights for all Government agency requests. You'll own the submittal of complete packages to agencies for review and approval. You'll track progress of agency review, provide consistent follow up, coordination, engagement and updates from agencies, along with updating internal tracking systems. 

 

KEY FOCUS AREAS

  • Acquire land rights, temporary and permanent, as needed, supporting work for all complex SCE projects or programs on Government Lands, including field visits, annual meetings and ad-hoc miscellaneous requests to meet with agency officials.
  • Close coordination and engagement with SCE Environmental, Agency Relations and project teams keeping them abreast of all land and/or real estate matters on Government property. 
  • Manage, track, provide updates and oversee government agency line rents and agreements, ensuring on-time renewal, payments and invoice processing.
  • Completes project close out ensuring final invoices are paid, along with final recording and/ or storing of all land grants/agreements.

Responsibilities

  • Leads the preparation of land agreements and manages the acquisition process for necessary land and land rights (easements, licenses, temporary permits) from private owners, local agencies, railroads, and federal/state entities for highly complex projects with high impact and involving sensitive negotiations, condemnation avoidance, and significant community impact.
  • Submits work requests and applications to federal and state agencies (adhering to NEPA/CEQA guidelines) and railroads; determine, negotiate, and finalize terms and conditions to secure required approvals for project execution.
  • Collaborates with project teams to secure California Public Utilities Commission (CPUC) and government agency approvals; drafts testimony, schedules field visits, secures survey approvals, and serves as organizations subject matter expert on land rights processes.
  • Conducts comprehensive rights checks, consults with the Law Department, defines required land rights, and initiates the acquisition process upon approval.
  • Attends project team meetings, advises internal and external customers on acquisition requirements, manages costs and budgets, and develops detailed acquisition plans and schedules.
  • Leads site visits and job walks, documents project constraints, orders surveys, and utilizes advanced mapping tools (e.g., Tract Maps, Parcel Maps, SCEGeoView) for thorough property research.
  • Offers expertise and support to various land acquisition disciplines including Transmission & Substation, Telecommunication, Environmental Mitigation, Land Sales, and Distribution Acquisition teams.
  • Documents current processes, suggests improvements, and supports the development of Master Special Use Permits and Agreements.
  • A material job duty of all positions within the Company is ensuring the protection of all its physical, financial and cybersecurity assets, and properly accessing and managing private customer data, proprietary information, confidential medical records, and other types of highly sensitive information and data with the highest standards of conduct and integrity.

Minimum Qualifications

  • Seven or more years of experience performing right of way or real property transactions and real estate acquisitions.
  • Possess a valid Class C Driver's License.

 

Preferred Qualifications

 

  • Bachelor’s or Master’s Degree in Business or Economics
  • Five or more years of experience in Right of Way/ Utility experience
  • Experience working with governmental agencies including federal & state, tribes and military installations

 

 

Additional Information 

 

  • This position’s work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days.  Unless otherwise noted, employees are required to work and reside in the state of California.  Further details of this work mode will be discussed at the interview stage. The work mode can be changed based on business needs.
