Become a Land Acquisitions, Specialist at Southern California Edison (SCE) and build a better tomorrow. In this job, you will report to the Major Projects and Interconnect Third Party, Land Acquisition group within the Real Properties and Permitting Department. You will interface with cross functional teams (Major Projects Organization, Engineering, Law, Environmental Health and Safety Telecommunication, GIS, Construction, Finance and external customers) to execute SCE compliance and reliability programs and projects involving existing transmission and distribution rights of way. 

 

Key Focus of Role

  • Secures all necessary land rights, permits, and regulatory authorizations required to support essential utility infrastructure and customer interconnection projects.
  • Identifies land requirements, negotiates with diverse property owners (private, local agency, federal, state, and railroad entities), and obtains legal authorization to proceed with construction and maintenance activities.
  • Provides dedicated real estate expertise to project teams, develops acquisition schedules and budgets, assists with project licensing and environmental mitigation efforts, and conducting thorough property research and field verification.
  • Ensures documentation, tracking, and archiving of all land rights information to maintain accurate asset records and mitigate legal risks.
  • Manage land rights acquisition cost and schedule. Provide project land acquisition budgets and cost estimates.

Responsibilities

  • Negotiates and acquires necessary land and land rights (easements, temporary permits, licenses) from private owners, local agencies, railroads, and federal/state entities for utility and customer projects of low to moderate complexity.
  • Prepares and submit applications and project descriptions to federal and state agencies (adhering to NEPA/CEQA guidelines) and railroads; negotiates terms and conditions to secure required approvals for project work to proceed.
  • Provides essential real estate support to project teams, securing approvals for surveys and assisting in obtaining necessary California Public Utilities Commission (CPUC) and government agency approvals for licensed projects.
  • Manages project closing & records. Archives hardcopy and softcopy project files, submits Document Transmittal Notices (DTN), coordinates file transfer to the Corporate Records Center, and maintains accurate acquisition tracking records.
  • Attends project team meetings, consults with internal and external customers on land acquisition requirements, advises on project costs and budgets, and develops acquisition plans and schedules.
  • Performs site visits and job walks, documents project constraints, orders surveys, and utilizes advanced mapping tools (e.g., Tract Maps, Parcel Maps, SCEGeoView) for property research.
  • Assists other land acquisition disciplines including Transmission & Substation, Telecommunication, Environmental Mitigation, Land Sales, and Distribution Acquisition teams as needed.
  • Suggests and assists with continuous improvements to land acquisition processes and procedures
  • A material job duty of all positions within the Company is ensuring the protection of all its physical, financial and cybersecurity assets, and properly accessing and managing private customer data, proprietary information, confidential medical records, and other types of highly sensitive information and data with the highest standards of conduct and integrity.

Minimum Qualifications

  • Three or more years of experience performing right of way or real property transactions and real estate acquisitions.
  • Possess a valid Class C Driver's License.

 

Preferred Qualifications

 

  • One or more of the following: Right of Way experience, Real Estate license, Project Management certification, or related license/ certification.
  • One or more years of experience with title review, appraisal review, condemnation support and real estate negotiations.
  • Two or more years of experience with easements, deeds, licenses, leases, permits, and fee acquisitions.
  • Experience with CPUC, local agency, and permitting processes.
  • Experience interpreting legal descriptions, tract and parcel maps, and engineering plans.
  • Two or more years of experience handling land transactions and acquisition strategy development.
  • Experience with Electric Utility Transmission and/or distribution projects. 

 

 

 

Additional Information 

 

  • This position’s work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days. Unless otherwise noted, employees are required to work and reside in the state of California. Further details of this work mode will be discussed at the interview stage. The work mode can be changed based on business needs.

  • The primary work location for this position is Pomona, CA (Pomona Innovation Village). However, the successful candidate may also be asked to work for an extended amount of time throughout the SCE service territory. 
  • Position will require up to 25% traveling and being out in the field throughout the SCE service territory. 
  • Relocation does not apply to this position.
