Become a Senior Manager, Government Lands at Southern California Edison (SCE) and build a better tomorrow. In this job, you’ll lead the Government Lands team in Real Properties & Permitting. You will be responsible for leading the strategy, governance, and execution of company actions related to managing our land rights, permits, access, and agreements with Federal, State, and Tribal agencies on real properties issues in support of SCE’s construction and maintenance activities. You will drive enterprise-wide coordination to support capital projects and operations, manage escalations and negotiations on agreements, such as master agreements and permits. You will lead a center of excellence – establishing standards, improving processes, and guiding cross-functional teams to deliver safe, timely, and compliant outcomes for all government land activities. 

 

KEY FOCUS AREAS: 

  • Dedicated focus and ownership of governmental relationships related to real property issues.  

  • Provide leadership and strategic focus for the team in securing all necessary land rights, permits, and regulatory authorizations necessary to support essential utility infrastructure projects.  

  • Provide dedicated real estate expertise to project teams, develop schedules and budgets, coordinate with partner organizations, and ensure documentation and tracking of land right information.

Responsibilities

  • Develops and executes a comprehensive strategic plan for the entire post-acquisition lifecycle of land assets, aligning land management activities with the company's long-term objectives.
  • Directs the maintenance and integrity of robust land records systems, ensuring accurate tracking and reporting of all leases, permit, and contractual expirations across the portfolio.
  • Leads cross-functional delivery of third-party land use actions (consents, encroachments, and relocations) by partnering with external developers and internal sponsors, ensuring alignment with SCE land rights, right of way safety and operational criteria, and schedule/cost objectives.
  • Engages closely with Law Department on encroachment interpretation, agreements, and enforcement.
  • Serves as the primary strategic liaison with the Law Department, finance, and other internal departments to resolve high-level disputes, negotiate complex land agreements, and ensure all land management activities meet legal and regulatory requirements.
  • Leads engagement with internal and external executives to resolve customer projects, utility relocations, developer consents, and executive‐level escalations, including politically sensitive issues, driving timely decisions and effective stakeholder outcomes.
  • Establishes and enforces protocols for regular portfolio-wide reviews and field checks, proactively identifying and resolving third-party encroachments on easements or rights-of-way and ensuring strict adherence to land use agreements.
  • Leads the identification, analysis, and execution of opportunities for the sale, lease, or licensing of surplus or underutilized company-owned land.
  • Oversees the development and optimization of land management operational procedures, workflows, and technology integrations (including advanced GIS and data analytics tools) to drive efficiency and decision-making across the department.
  • Provides guidance and subject matter expertise to internal stakeholders and project teams on critical land use constraints, property analysis, and long-term asset management strategies.
  • Manages a team of managers and advisors, setting strategic direction, prioritizing initiatives, and cultivating a high-performance culture that ensures professional development and continuous operational improvement.
  • A material job duty of all positions within the Company is ensuring the protection of all its physical, financial and cybersecurity assets, and properly accessing and managing private customer data, proprietary information, confidential medical records, and other types of highly sensitive information and data with the highest standards of conduct and integrity.

Minimum Qualifications

  • Five or more years of experience supervising a team of direct reports and/or project management.
  • Possess a valid Class C Driver's License.

 

Preferred Qualifications

  • Bachelor's or Master's Degree in Business Administration, Real Estate, or related field.
  • CA Realtor's License.
  • Demonstrated experience in Real Estate, or real properties, transactions.
  • Experience in environmental project management.  

 

 

Additional Information 

 

  • This position’s work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days.  Unless otherwise noted, employees are required to work and reside in the state of California.  Further details of this work mode will be discussed at the interview stage. The work mode can be changed based on business needs.

  • The primary work location for this position is Pomona, CA (Pomona Innovation Village). However, the successful candidate may also be asked to work for an extended amount of time throughout the SCE service territory.  
  • Position will require up to 10% traveling and being out in the field throughout the SCE service territory.  
  • Relocation does not apply to this position.
