Responsibilities
- Leads the preparation of land agreements and manages the acquisition process for necessary land and land rights (easements, licenses, temporary permits) from private owners, local agencies, railroads, and federal/state entities for projects of moderate complexity.
- Submits work requests and applications to federal and state agencies (adhering to NEPA/CEQA guidelines) and railroads; determine, negotiate, and finalize terms and conditions to secure required approvals for project execution.
- Collaborates with project teams to secure California Public Utilities Commission (CPUC) and government agency approvals; drafts testimony, schedules field visits, secures survey approvals, and consults on land rights processes.
- Conducts comprehensive rights checks, consults with the Law Department, defines required land rights, and initiates the acquisition process upon approval.
- Attends project team meetings, advises internal and external customers on acquisition requirements, manages costs and budgets, and develops detailed acquisition plans and schedules.
- Leads site visits and job walks, documents project constraints, orders surveys, and utilizes advanced mapping tools (e.g., Tract Maps, Parcel Maps, SCEGeoView) for thorough property research.
- Offers expertise and support to various land acquisition disciplines including Transmission & Substation, Telecommunication, Environmental Mitigation, Land Sales, and Distribution Acquisition teams.
- Documents current processes, suggests improvements, and supports the development of Master Special Use Permits and Agreements.
- A material job duty of all positions within the Company is ensuring the protection of all its physical, financial and cybersecurity assets, and properly accessing and managing private customer data, proprietary information, confidential medical records, and other types of highly sensitive information and data with the highest standards of conduct and integrity.
Minimum Qualifications
- Five or more years of experience performing right of way or real property transactions and real estate acquisitions.
- Possess a valid Class C Driver's License.
Preferred Qualifications
- Bachelor’s degree or higher in Real Estate, Business Administration, GIS, Engineering, or related major.
- One or more years of experience supporting utility transmission and distribution land requirements, including substations, transmission corridors, and infrastructure projects.
- Experience working in regulated environments, particularly where land use intersects with safety, reliability, and environmental compliance requirements.
- Experience supporting or leading small‑ to mid‑scale land management projects or asset optimization initiatives.
- Experience with utility ROW standards, eminent domain processes, and public utility easement requirements.
- Experience managing divestiture, surplus property evaluation, or land revenue‑generating opportunities for utility organizations.
- Experience conducting or reviewing land research, title reports, legal descriptions, surveys, plats, and parcel maps related to utility infrastructure.
- Experience with encroachment resolution, landowner negotiations, and resolving access or property use issues affecting utility assets.
- Experience and knowledge of California state utility commission regulations related to land rights or utility corridors.
- Experience negotiating land use agreements, easements, and permits with landowners, municipalities, and regulatory agencies.
Experience with GIS platforms, such as ArcGIS Online, Google Earth, LandVision, or similar mapping tools used in utility land management.
Experience maintaining ROW and land documentation in compliance with utility standards using platforms like SharePoint, Excel, GIS databases, or proprietary systems.Experience coordinating with engineering, planning, environmental, land survey, and construction teams for utility projects.
Additional Information
- This position’s work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days. Unless otherwise noted, employees are required to work and reside in the state of California. Further details of this work mode will be discussed at the interview stage. The work mode can be changed based on business needs.

- Preferred work location is Ventura. Could work from Pomona but would require extensive travel by company vehicle to Northern California locations, often involving overnight stays.
- Position will require up to 40% traveling and being out in the field throughout the SCE service territory.
